history: Wiki!alternate history: Again and again, the Lucifer Sam sees in season 7 gets called a hallucination. But in addition to pointing out things Sam knew that were missed or forgotten, Lucifer seems to know things that Sam shouldn't, like the hobbies of the lady working at the library. And when Castiel tried to pull hallucination-Lucifer out of Sam's head at the end of 7.17, that red glow didn't look like normal angel powers so much as some sort of transfer or infection. Clearly, when they pulled Sam out of the cage, some of the actual Lucifer came with, just a little piece that could hide in a human without causing too many problems.
Now go back to Castiel, come down from godhood and trying to move this chunk of Lucifer. The trouble is, bits from Cas's power trip stuck and while the Leviathans were both the most obvious and the largest pieces, they weren't the only ones. Castiel, just barely having recovered any memories, traumatized by his past and why he's not dead, didn't notice. But Lucifer did, and when Castiel gave him an opening into his head, Lucifer twisted that power to get himself all the way out, into a physical form he could use to interact with the world. Yes, he has a physical body, and it's basically the same as his former meatsuit Nick because a) he didn't know anyone else other than Sam and b) Sam was imagining him as Nick anyways.
personality: He's out. Out of his cage, out of Sam's tiny little brainpan, and, rather unfortunately, temporarily out of both apocalypse preparations and quality minions. In fact, now that Lilith is gone, he probably has to figure out some other way to set everything rolling again. Huh, he should probably get to work on that. But, and it's a big but, he's OUT. There's a whole world out there to play with, now that he's not trapped in a cage or limited to mopey little Sammy. And there's got to be people out there who can keep him entertained. The ones who won't play he can just...huh, no smiting. That's...different. But he's still got enough power to make things interesting, for himself and whoever catches his eye as his next toy.
Lucifer doesn't care about humans. He doesn't even really care about demons and other supernatural creatures. Honestly, he'd be happy to watch them all burn, snarking the whole way, but well, what would he do for entertainment once they were all gone? Even if they aren't much good for anything else, humans do break in the most interesting ways. He's not interested in physical harm, unless an entirely new option comes up - hell has pretty much exhausted those opportunities, and while he couldn't participate his cage did let him watch - but with mental trauma there are so many more options and reactions.
As for the apocalypse, that's still his eventual goal. Burn the world and wipe out all those vermin. But the problem is that Sam didn't have all of him, especially not all his powers. Until Lucifer can go get the rest, it would just be foolish to do anything that would draw powerful opposition. He might actually get hurt, or incapacitated, or trapped again. And so long as he stays entertained, he's in no hurry to go hunt down the door to his cage, and the keys, and find some other way to jumpstart the end, given that it would draw attention and opposition. Plus, researching and making a new set of triggers isn't exactly exciting in any sense. Which isn't to say he wouldn't be interested in a good opportunity, but otherwise he needs (more competent) replacement minions, and maybe to let his enemies take each other out some more.
This is not the whole Lucifer, just a piece of him, so he only has some of his powers and is slightly off in personality traits. He is primarily based off of the Lucifer shown in 7.15 and 7.17, who is really just trying to get Sam to pay attention to him and entertain him. He's bored and stuck without many of his powers, plans, and access to hell, so he's looking for something to do, given he doesn't have to sleep or eat and many of his normal distractions are currently out of reach. He even can be helpful when he's actually being interacted with, he's just far, far more likely to be an annoying sadistic bastard. And whether or not whole Lucifer in season 5 was honest, the Lucifer in Sam's head is perfectly willing to lie, especially if it would be traumatic to someone in an interesting way.
That said, sometimes the truth is even better.
abilities/powers: While he looks human, he doesn't have to eat or sleep and can keep going through wounds that would stop a normal being. At full power, he'd be able to regenerate wounds within seconds, but with only the fragment he's got damage done by something other than mundane weapons will take hours, days, or even weeks to fully recover. During that time, he'll still be "alive" but whatever was damaged won't be functional. Normally, the only way to actually kill him is an archangel sword or death's sickle, but items of similar power level would possibly manage. And he's really not used to things actually being able to hurt him. Effects in Abax, of course, could do all sorts of weird things to him.
He has a moderate level of telepathy. Not enough to read everything in your mind and absolutely no mind control, just enough to see current or particularly strong desires and worries, and very basic things like people's names. And then use them to alternately torment and tempt people. In a similar way he can see the true forms of demons/angels, and might be able to see and learn to recognize other spiritual auras. If he had any reason to do so.
He can summon small to medium objects, ranging from simple things like string to electronics like stereos and megaphones to small explosives. But if that's not necessary (or not working for some reason) he can also do non-tactile illusions. Each individual illusion has a limited duration of a few minutes, but he can do multiple illusions with only short (seconds to minutes) breaks between.
He has telekinesis for things that he can see/perceive around him, and short distance teleportation for himself and things he's touching, with range of approximately the area he can see/hear/perceive. Both of these are limited to about the mass of a couple of grown men at a time, with more effort and concentration required proportional to the amount moved, so if you manage to completely disorient him he wouldn't be able to do either, and surprise makes him lose control of anything except small inanimate objects.

It was a mystery, the angel didn't have the power to send him away so it was...puzzling what he thought he could do. But as contact was made -- there! lingering power from purgatory. Lucifer didn't even wait to see what Castiel intended to do, reaching out tendrils of his own, terribly limited, power to wrap around the tattered sources and yank himself out.
The sudden appearance of the devil in the middle of the room could hardly go unnoticed, even as Castiel fell to the floor behind him, drained by the power channeled through him. As Dean brought his gun to bear on the now-visible archangel, Lucifer took stock of his new situation. Clearly, Michael's vessel could see him, given the hostility, and Sam seemed to still be tracking him, so not just transferred from one brother to another. But something was still...off...
Lucifer looked down over Nick's form. "I'm fleshy. I wonder if I..."
Dean shot, and Lucifer quickly joined the other angel on the floor of the mental ward. He rose almost as quickly.
"Well, I can't say that's an experience I've missed in my time away from...huh." Lucifer commented as he noticed that the hole through his head didn't seem to be closing up again. "That's inconvenient. I don't suppose, no that's not the colt again. Oh, there it goes" The hole in the devil finally began closing up. "Well, I suppose that I should expect some inconvenience with this form. But I'm out, free to stretch my legs, and I don't even have to stick to Sam over there. You'd think you'd be more appreciative Dean. Your brother's not crazy anymore! Well, no crazier than he was before."
